The Trenchport Public Works Department should be the backbone of the city's infrastructure like maintaining roads, utilities, and public spaces. Instead, it operates as a sprawling, dysfunctional empire where mismanagement and corruption are part of daily operations. Essential services crumble while those in power profit from the decay.

Construction projects meant to improve the city become little more than money-laundering schemes. Roads are torn up and left unfinished, repairs are shoddy and overpriced, and contracts are awarded to companies owned by friends and family of department heads. The more visible the project, the more opportunities to siphon funds.

Utility maintenance is another avenue for exploitation. Scheduled blackouts and water shortages are common place and conveniently timed to benefit those willing to pay for uninterrupted service. Inspections and permits are for sale, allowing dangerous structures and faulty systems to persist, while legitimate concerns are buried under bureaucratic red tape.

The Trenchport Public Works carefully manages the flow of money and influence. This department along with the union ensures that every contract, repair, and public project serves not the city; but the private interests of Trenchport’s ruling elite.
