The Trenchport Port Authority controls the city’s bustling docks that is a vital artery through which goods, both legal and illicit, flow in and out. Officially tasked with regulating maritime trade and maintaining port security, the Authority has become one of the most corrupt and dangerous institutions in the city.
At the helm is the Harbor Master; a figure as much a crime lord as a bureaucrat. Every shipment that passes through the port is subject to their scrutiny, and nothing moves without a payoff. Legitimate businesses face crushing fees and endless red tape unless they play by the Commissioner’s rules, while smuggling operations that line the right pockets move effortlessly under the radar.
Dockworkers are caught in the crossfire. Those who refuse to cooperate with the criminal underworld face sabotage, harassment, or worse. The union, meant to protect them, is deeply compromised as its leaders are bought and paid for by the Port Commissioner and the city’s elite.
In the shadow of the shipping containers, more than cargo changes hands. The port is a hub for human trafficking, black-market weapons, and other contraband. Security forces, supposedly there to protect the city, are enforcers in disguise thereby ensuring that only the right people profit while turning a blind eye to the suffering they enable.
Rumors speak of a hidden dock known only to the most powerful which is whispered as a place where the city's darkest dealings are conducted beyond the reach of even the most corrupt inspectors. Here, fortunes are made and lives are broken, all under the watchful eye of the Port Authority's leadership.
In Trenchport, the Port Authority is not a gatekeeper of lawful commerce; it is a kingdom unto itself, where the price of doing business is steep, and the cost of disobedience is often fatal.
