The Trenchport Housing Authority should be a pillar of support for those in need, providing shelter and stability in a city teetering on the edge. Instead, it is a den of exploitation and neglect where housing is not a right but is viewed as a privilege reserved for those willing to pay the price, both in coin and compliance.

At the top of the food chain in the city the Authority views public housing not as a service, but as a marketplace for power and profit. Under their rule, housing projects fall into disrepair while maintenance funds mysteriously vanish into private accounts. Families who cannot afford bribes find themselves evicted without warning, their homes handed to those with closer ties to the city's elite.

Access to affordable housing is controlled through a shadowy web of brokers and fixers who serve the Authority's interests. For the right price, a family can skip the years-long waiting lists. Meanwhile those without the means are left to rot in unsafe, crumbling towers where crime festers unchecked.
